Naval power gives a state freedom to move people and materiel wherever it chooses to use them. An amphibious ship can hold a light force at distance, land it by aircraft or landing craft, and then bring heavier support closer if events demand it. The light element works as the spearhead because heavier equipment and reinforcements remain available behind it. A force designed only for the light end of the spectrum becomes brittle when it meets a better-equipped opponent.
