Scout-cruiser doctrine versus fighting for information

Four-inch scout cruisers could lead destroyers and gather information, but not defeat the heavier forces controlling the Adriatic exit.

Notes

The conventional scout cruiser supplied speed and destroyer-level firepower, not the ability to fight larger cruisers for access or information. It could lead and support destroyers but was not expected to defeat the heavier ships that might deny its passage. That made the type useful for scouting but ill-suited to Austria-Hungary's decisive geographic obstacle. A turbine-powered armoured cruiser, built as a fast blocker with genuinely heavy weapons, would have matched the operational requirement more closely.
