Searching for a science-fiction Punic Wars analogy

Which science-fiction conflict resembles the Punic Wars?

Tentative suggestions include Federation-Romulan fighting and BattleTech conflicts involving elite forces, mass mobilization and changes in fleet strength.

Recurring Federation-Romulan conflicts offer one proposed analogy for the Punic Wars. BattleTech's succession and clan conflicts offer another, particularly where elite forces and mercenaries meet mass mobilization. Changing possession of war fleets also figures in the comparison. These are rough parallels between rival powers adapting their forces, without a precise match to every stage of Roman-Carthaginian warfare.
