Story's rank, schout-bij-nacht, literally evokes a sheriff or bailiff by night. The title developed from the senior officer charged with overseeing the fleet during the night watch while more senior commanders slept. Its survival preserves an operational duty inside a modern flag-rank name. Naval vocabulary can therefore retain the working organization of an earlier fleet.
