Scheer inherited two competing naval visions

Scheer had to reconcile Tirpitz's political risk-fleet formula with Holtzendorff's effort to make the resulting force fight effectively.

Notes

Tirpitz and Henning von Holtzendorff disliked one another and shared confidence in very few officers. Reinhard Scheer was the notable exception, receiving strong support from both men. This left Scheer trying to reconcile Tirpitz's politically driven building policy with Holtzendorff's effort to devise a usable wartime strategy. Their personal and institutional rivalry complicated German strategic leadership before Jutland.
