How Scharnhorst's label shaped British carrier spending

Calling the Scharnhorst class battlecruisers helped Churchill present Britain as comfortably superior and justify pausing new capital ships and carriers.

Notes

The terminology worked as a budgetary argument rather than a neutral technical label. Royal Navy papers before Churchill's intervention described Scharnhorst and Gneisenau as fast battleships, but the later case for pausing construction called them battlecruisers. That classification let Britain count its 15-inch-gunned battlecruisers against them and present a favorable three-to-two balance. Ship categories in official documents can therefore reflect procurement politics as well as design characteristics.
