Why Scapa Flow's scuttling suited Britain

Britain had little use for a logistically alien German fleet and preferred that no rival receive its ships.

Question

Why did Reuter expect the British to seize the High Seas Fleet, and what use would Britain have made of it?

Short answer

German officers were led to fear seizure, while Britain mainly wanted to prevent other navies receiving the ships and had little practical need for their incompatible logistics.

Notes

The captured High Seas Fleet would have imposed an entirely new maintenance and supply system on the Royal Navy. Britain could have crewed and used the ships if forced, but their greatest strategic effect would have been denying them to France, Italy or other powers. The scuttling therefore removed a difficult allocation problem while preserving British naval predominance.
