Scapa Flow became strategically valuable when Germany was the threat because it placed a fleet close to exits into the North Atlantic. A force based there could move south toward a breakout rather than pursue an enemy from farther down the British coast. Its usefulness therefore rose or fell with the location of the likely enemy: the anchorage offered much less for wars centred farther south or against Norway. The same geography also made it a useful starting point for Arctic convoy operations, even though nearby support infrastructure mattered as much as the anchorage itself.

Why Scapa Flow matters in a North Sea war
The anchorage's northern position lets the Royal Navy meet a German breakout rather than chase it from England's east coast.
