Before it became a major wartime base, Scapa Flow was valuable as a space for manoeuvres, gunnery, and North Atlantic exercises. Its remoteness was uncomfortable for crews but could concentrate attention on operating and maintaining ships. Nearby facilities could handle major work even when the anchorage itself offered few amenities. That separation reduced long-term morale while encouraging intensive fleet training and upkeep. Keeping crews away from urban distractions and politics may also have supported discipline at a time when the Imperial German Navy was becoming heavily politicised.
