A Scandinavian armed-neutrality alternative

A Nordic neutrality pact with combined command could have given Finland maritime access and made aggression against any one Scandinavian state more costly.

Notes

The counterfactual alliance joins Finland, Sweden, Norway, and perhaps Denmark. A declared pact of armed neutrality would commit every member to defend the others' borders through a combined command staff. It could also connect Finland to outside sea routes through Sweden and the Norwegian port of Narvik, easing the isolation imposed by the Baltic war. Pooling regional strength might have raised the cost of aggression against any single member.
