Russia's fleet concentration problem survived improved gunnery

Improved Russian gunnery between Dogger Bank and Tsushima did not solve the difficulty of combining distant squadrons against Japan.

Notes

Russia's experience in the Russo-Japanese War illustrates the difficulty of bringing enough strength together at a distant theatre. Its first squadron had already been lost before the second and third could combine with it. Sending the third can be interpreted as adding burdens to the second despite increasing strength on paper. Rozhestvensky nevertheless improved the fleet's shooting markedly between the Dogger Bank incident, when fishing boats were mistaken for Japanese torpedo craft, and Tsushima. The comparison credits his training effort while distinguishing that improvement from the unresolved problem of concentrating the fleet.
