Geography demanded several balanced Russian fleets

Russia's separated Baltic, Black Sea, and Pacific requirements made concentration difficult, while inadequate auxiliaries denied the deployed fleet a nearby period of repair and training.

Notes

Russia needed viable forces in several geographically separated theaters but lacked the infrastructure to move and combine them easily. That strategic demand made it difficult to keep each station balanced in battleships, cruisers, light forces, and support vessels. Rozhestvensky understood that the arriving squadron needed a nearby neutral anchorage and enough merchant and repair support for roughly a month of maintenance, stores, rest, and training. The expedition did not receive that pause within a few days' steaming of Japan. The comparison shows how dispersed commitments and weak support capacity can turn a large national inventory into several incomplete fleets.
