Why Russian partition proposals alarmed Britain

Russian proposals to divide Ottoman territory looked threatening when viewed from Britain’s concern for India and future imperial competition.

Notes

Presentation and strategic interest mattered more to interstate policy than abstract fairness. Russian offers that left Britain Egypt and Cyprus while Russia gained much of the Middle East did not reassure London, because Russian expansion also pointed toward India. Britain judged the offer by its long-term strategic consequences rather than by whether the territorial shares looked generous on paper. The proposal advertised a willingness to partition another power and encouraged British officials to wonder when their own territory might be treated similarly.
