Russian fleets were likely to fight outnumbered wherever they operated. Their skirmishing forces therefore had substantial defensive work alongside offensive action. Enemy torpedo boats and destroyers made properly armed destroyers a sensible requirement. Russia nevertheless failed to build enough of them, have them ready, or use them when the opportunity arose.
