Rules of engagement could not survive contact

Bismarck shared the surface raiders' order to avoid superior forces, but interception geometry forced battles that political direction could not prevent.

Notes

Once a force was at sea, political leaders could set objectives and limits but could not control every encounter. Bismarck carried the same instruction as Scharnhorst and Gneisenau to avoid superior forces, yet she could not outrun Hood and Prince of Wales and therefore had to fight. Damage from that engagement made escape harder, and she later could not evade Rodney and King George V despite orders to do so. The comparison turns the familiar claim that plans fail on contact into a concrete lesson about speed, position, damage, and the limits of remote command.
