Chapter · 25:16-33:35

The Royal Navy's secretive staff culture

A naval staff grown from the intelligence division prepared for war in secrecy but struggled to make visible deterrent signals.

Notes

Royal Navy planning had evolved inside the Naval Intelligence Division, making secrecy a dominant professional habit. That helped officers organize and plan but made the service poor at conspicuous political signaling. First Sea Lord Prince Louis of Battenberg was an able organizer and strategist, but his quiet style could not replace the public deterrent role once played by Jacky Fisher. Secret readiness and visible resolve perform different functions, and Britain needed both during the July Crisis.
