Designing a Royal Navy within a whole-defence budget

The fleet exercise is uncosted, yet it confines itself to coherent capabilities based on existing or projected equipment and keeps the rest of defence in view.

Notes

The exercise asks what Royal Navy force structure would be coherent if national leaders chose to fund it. It does not supply a cost estimate, but it rules out fictional technology, extreme fleet sizes, and equipment without an existing or projected basis. The scope stays mainly naval because the Army and Royal Air Force deserve assessments from people who know those services in equal depth. These limits turn a fantasy-fleet prompt into a disciplined comparison of capabilities, support requirements, and public choices.
