Why Rotterdam's heavier ships were underrepresented

The battle fleet drew unevenly on the admiralties, leaving many of Rotterdam's larger ships absent because of command politics and competing operations.

Notes

The battle fleet did not draw evenly on the five Dutch admiralties. Zeeland, Rotterdam, and Friesland were underrepresented, even though Rotterdam usually supplied some of the Republic's larger warships. The imbalance is linked partly to the way Witte de With was chosen and the hostility surrounding his command, while other ships remained tied to separate operations. The missing heavy units made the nominal strength of Dutch sea power difficult to concentrate at Kentish Knock.
