The simple theory: build and train the right fleet

Roosevelt's central naval theory was to maintain suitable ships and train their crews, with the Great White Fleet serving both diplomacy and practice.

Notes

Roosevelt's recurring argument had a deliberately plain formula: have good ships appropriate to their tasks and train them well. The right fleet was not necessarily the largest one, but the force suited to American needs and competently handled. The Great White Fleet displayed American sea power while giving crews experience in logistics, engineering, and fleet operations. Its voyage converted strategic signalling into sustained practical instruction for the existing fleet. This emphasis on preparation supplied a rationale for naval strength that other powers could recognize without treating every exercise as a threat.
