The order of battle shows that Beatty did not arrive with battlecruisers alone. Light cruisers, several destroyer flotillas, Harwich Force, and submarines offered options for scouting, pursuit, and torpedo attack. Room 40's knowledge of German movements gave the Royal Navy the chance to place this much larger combined force in Hipper's path. The concentration was therefore an intelligence-enabled ambush rather than a chance meeting between two equal battlecruiser lines. The later failure to exploit the light forces matters precisely because so many capable ships had been assembled for the operation.
