Romania returned to Yarrow in Britain for more spar-torpedo boats in 1882 after its earlier boat had proved useful. These small craft displaced 12 tons, developed 150 horsepower and could reach 16.5 knots with eight crew. A river bend offered a chance to appear at short range and charge an opponent. That confined setting gave a spar torpedo one of its more promising opportunities.
