Britain had guaranteed Romanian integrity much as it had Poland, but that promise now competes with wars against Japan and Italy. Romania is even harder for Britain and France to assist directly than Poland. With France under Italian attack and Allied forces spread across Europe, North Africa, and the Far East, the guarantee may go unenforced. Alliance credibility can collapse when formal obligations exceed the transport, forces, and political capacity available to honour them.

Romania's guarantee under strategic overload
Formal British and French guarantees offer Romania little practical relief when Allied forces are already committed against Japan and Italy.
