Roman rationalization weakened visible deterrence

Consolidating Roman river units made them cheaper to sustain but reduced the routine patrol presence that discouraged challenges along the frontier.

Notes

The later Classis Histrica gathered smaller river units under one fleet as Rome tried to make the system more logistically and economically sustainable. This rationalization also reduced how often Roman power was visible along the river. A strong force can still deter a direct battle, yet infrequent patrols may convince opponents that violations will go unseen. Late Roman force structure therefore illustrates the deterrent value of persistent presence.
