A risk fleet must remain defensive

The video distinguishes a defensive risk fleet, meant to deter Britain, from Germany's offensive battle fleet with colonial and long-range ambitions.

Notes

Risk-fleet theory raises the question of whether navies ignored new strategic ideas or adapted them to their own circumstances. A true risk fleet would be powerful enough to make Britain reluctant to fight, yet too limited to make Britain feel compelled to eliminate it. Germany's battleships, battlecruisers, dreadnoughts, and colonial ambitions did not fit that narrow deterrent model because they gave the fleet real offensive reach. Britain then had a reason to answer it directly. Range, mission, and offensive capability shaped whether a rival saw the fleet as insurance or a threat.
