Riccardi's unusually broad wartime authority

Riccardi's 1940 appointment concentrated naval, aviation, and ministerial authority beneath Mussolini in a way that made him central to Italian wartime naval policy.

Notes

Arturo Riccardi became Chief of the Naval Staff in December 1940 while also holding ministry responsibilities for the wartime naval and aviation forces. The arrangement gave him direct access to Mussolini and unusually broad formal power. The comparison with Albert Speer shows how much an official positioned immediately below a dictator could potentially achieve. That concentration of authority makes the later limits of Italian naval policy a question of leadership and political effectiveness, rather than merely administrative fragmentation.
