A politically plausible fleet-air compromise

The proposed settlement retains a small ship-operating aviation core, including scouts and Cuckoo torpedo aircraft, while leaving most aviation to the new air service.

Notes

The scenario does not require the Royal Navy to block the RAF outright. Instead, Jellicoe, Beatty, and the Admiralty make a specific operational case for retaining aircraft that operate from ships, including scouts and Sopwith Cuckoo torpedo aircraft, plus selected personnel intended for future carriers. A few dozen aircraft form an essential fleet component while the new service receives most wartime aviation. This makes the compromise politically difficult but plausible.
