Why reserve ships did not equal ready reinforcements

The omission of most reserve ships from the 1981 inventory highlights the practical difficulty of turning laid-up hulls into wartime reinforcements.

Notes

The count of useful 1981 strength deliberately excludes most reserve vessels. The hulls still existed, but readiness on paper did not guarantee a prompt return to service. British attempts to activate some reserve ships during the Falklands War showed how difficult that process could become. A reserve therefore needs maintained equipment, trained crews, and a realistic mobilization plan if it is to add capability during a crisis. Nominal fleet totals could overstate the force available at short notice.
