A reserve admiral around whom the Navy could build a fleet

Rowley's final promotions left a dependable senior officer available for recall without giving him another famous command.

Notes

After returning home, Rowley received a baronetcy and promotion to vice admiral of the white but no further sea command before his death in 1790. At 56, he remained young enough by contemporary standards to have been recalled in a crisis. A closing counterfactual imagines the Navy rapidly assembling a fleet around his reliability, perhaps placing him as a Channel Fleet deputy beneath a more adventurous commander. His value in that scenario is institutional readiness: he could make a hastily formed command structure safer and more coherent.
