Remnant Faction: mobilizing an intact reserve fleet

Ships halted short of disposal can reinforce a crisis only when they remain intact, stocked, and linked to trained reserve and veteran crews.

Notes

In Remnant Faction, Rear Admiral Clark stops decommissioning before usable capital ships are stripped for parts. Caretaker crews have preserved the hulls, but logistics personnel must restock them and a reserve-and-veteran network must provide volunteer crews. Older fighters are accepted because they are available for the emergency. Henry infers that the reinforcements spent fifteen hours a day in acceleration tanks to catch up with the main force. Even that effort would have brought them too late to prevent defeat if the earlier battle had gone differently. The rescue depends on preserving ships, restoring their stores, finding crews, and reaching the battle in time.
