Why a smaller navy can have greater reach

A regional fleet may have more combat units, while a globally deployable fleet spends more on the support needed to use fewer units far from home.

Notes

Medium powers differ in how far they can sustain military action. A regional power can maintain substantial forces close to home without the support needed to send them much farther. A global medium power may field fewer combat units while funding more auxiliaries, infrastructure, and logistics. The stronger force therefore depends on the location of the problem. Near the regional power, its larger local concentration matters; several countries away, the globally supported force can arrive and exert influence much sooner.
