Reform must not become another name for cuts

Real institutional reform requires learning, organization, and money; relabeling cost reduction as reform leaves the underlying capability problem unresolved.

Notes

Democratic governments often use the language of reform to conceal cost-cutting. Genuine reform requires studying systems that perform better, adapting their lessons, and funding the transition. The same principle applies to defense organizations and ship procurement because no design or institution is optimal for every country. A vessel that suits the US Navy may be wrong for the Royal Navy, and the reverse can also be true. Purpose and operating context must guide change rather than an abstract demand to spend less.
