Refitting the first dreadnoughts for survivability and global service

A fleet-wide dreadnought refit trades range and displacement for better protection while assigning later ships to long-range duties.

Notes

The first dreadnoughts receive anti-flooding, protection, and Citadel II improvements even though the changes reduce range and require careful weight savings. Shorter endurance is accepted because these numerous ships will be based around the empire instead of operating as a small, self-supporting distant fleet. Later construction can emphasize greater range without discarding a large and still useful first generation. Refit policy can divide roles between globally distributed station ships and newer long-range capital ships while improving survivability across the force.
