Referendum timing and infrastructure investment

A proposed 20-year interval between repeat referendums is intended to give long-term infrastructure investment a more predictable political setting.

Notes

One proposal is to allow a vote on Scottish independence and then require a 20-year interval before another referendum on the same subject. The suggested rule would apply to referendums generally. Its justification is the time needed for railways, airports, and harbours to repay their cost. These facilities can yield modest returns day to day while enabling activity over much longer periods. Political certainty therefore affects the willingness to invest in them.
