Keeping returning China troops away from the Japanese home islands

Yonai's safest withdrawal might redeploy suspect formations to Korea, Taiwan, or Manchukuo while his government deals with hostile senior officers.

Notes

An immediate rebellion might lack enough support while troops remained dispersed outside Japan. Bringing the China armies directly onto the home islands could change that balance by giving hostile officers concentrated forces near the government. A cautious Yonai might therefore move units to Korea, Taiwan, or Manchukuo instead of demobilizing them in Japan proper. Troop withdrawal would become a problem of internal security and force positioning as well as a diplomatic concession.
