What Plan Z could realistically send into the North Sea

Readiness and escort duties reduce Plan Z to a modest deployable group suited to raids, not the two overwhelming task forces often imagined.

Notes

A plausible North Sea force might include two H-class battleships, one O-class battlecruiser, one carrier, several cruisers, and roughly twenty-two destroyers before other duties took their share. Coastal convoys, minelaying, minesweeping, and Baltic requirements would reduce that total further. The estimate also exposes the absence of a fleet train able to sustain fast warships far from German bases. The resulting group could raid British east-coast infrastructure, threaten Scapa Flow, or provoke a response, but splitting it would leave each half vulnerable to a concentrated British attack.
