Where to read about local naval gun control

What is a good source on how cruiser and capital-ship turrets operate under local control?

Use John Lambert's work, especially the Norman Friedman volume drawing on the Lambert collection.

John Lambert's work is recommended for the operation of turrets under local control, along with a forthcoming Norman Friedman volume based on the Lambert collection. The volume is expected to cover cruiser and capital-ship gun control, weapon designs, and the detailed arrangements behind them. These drawings and references provide the background needed to understand normal local-control systems beyond Exeter's improvised example.
