Foreign competition and Japan's destroyer requirements

The programme is criticised for reacting to other navies' ships instead of choosing a clearer balance between attrition and fleet battle.

Notes

Japanese destroyer design appears here as a succession of reactions to what other navies were building. At the same time, the ships had to balance preliminary attrition attacks with a later decisive battle. A clearer choice of required capabilities could, in this assessment, have produced substantially different ships. The proposed improvement is to start with Japan's own operational needs when choosing the design.
