Why reactivating retired Perrys cost too much

The 2017 review found that stripped, aging Perry hulls were too expensive to offer an easy shortcut to a larger fleet.

Notes

The 2017 review placed Perry reactivation within the 355-ship plan and found that the available hulls could not provide the required capability at a reasonable cost. Many retired ships had lost the Mark 13 launcher and other systems. They might still cover low-threat tasks, but the Navy wanted ships fit for contested waters. Reserve hulls offer little free capacity once weapons, sensors, and integration support have been removed. Standardization could reduce costs, though congressional patronage and local industrial interests often complicate common programs.
