The proposal replaces the universal staff weapon with practical gauss guns or railguns that existing Goa'uld technology should be able to produce. Staff weapons remain useful as ceremonial arms and marks of rank rather than as the standard battlefield weapon. The Jaffa core becomes an elite marine formation instead of supplying every line soldier. Drawing regular troops, officers, and non-commissioned leaders from the wider human population creates both a larger army and a broader pool of military talent.
