Why a laboratory solution may not be operationally ready

Promising concepts still face scale, reliability, schedule, and integration barriers, illustrated by decades of forecasts for operational laser weapons.

Question

Why build a Moon base if several technical solutions already work in principle?

Short answer

Because proving a concept at small scale is different from making it reliable, affordable, and useful at operational scale.

Notes

Theoretical or laboratory success is separated from a deployable system. Scaling can introduce engineering limits that are absent in a small demonstration, and promised timelines often slip for decades. Military laser programs provide an example of technology repeatedly forecast to solve logistical problems without yet meeting the full operational claims presented. Building the Moon and Martian-moon bases would therefore be valuable partly because the work itself develops and tests the construction knowledge needed elsewhere. The procurement lesson is to avoid planning an entire logistics chain around capability that has not matured at the required scale.
