Q&A: What did Tsushima do to Russian sea power?

A viewer asks how Tsushima changed the balance of power after the Russo-Japanese War.

Question

How did Tsushima affect the naval balance of power?

Short answer

It effectively wiped out Russia as a fighting naval power, leaving it unable to balance Japan or Germany.

Notes

Tsushima destroyed Russia's effective fighting fleet. The first Pacific squadron had already been lost, and the second and third squadrons then ceased to exist as a coherent force. Russia could no longer balance Japan in the Pacific or Germany in the Baltic. Its postwar plans therefore had to rebuild institutions and fleets at the same time.
