Short answer

Probably for Dreadnought and the first three Invincibles, but many later ships would still fall within the reformed staff's influence.

Notes

Starting the reform in 1905 does not remake every design already under way. The first three Invincibles would probably remain outside its influence. Much of the subsequent dreadnought and battlecruiser construction would still lie ahead, so the staff could affect later procurement.
