Do the Revenge-class ships become battlecruisers in this timeline?
Short answerNo. Purpose-built 15-inch Tiger successors already fill that role, while the five Revenge-class battleships are too far advanced and remain battleships.
NotesFive Revenge-class battleships and one battlecruiser proceed as an ordinary program rather than as the enlarged emergency batch created by the We Want Eight campaign. An established staff integrated with ministers could also strengthen Battenberg's position, giving the First Sea Lord his own staff and office instead of leaving naval intelligence institutionally separate. That makes the historical leadership crisis less likely to unfold in the same way. Without that enlarged batch, there are no spare Revenge hulls available for Fisher's historical wartime conversions. By the time war begins, the alternate ships are too advanced to cancel, and the battlecruiser is itself a design Fisher would preserve. Renown and Repulse therefore have neither the same available hulls nor the same procurement rationale.
