Would a retained British base at Menorca have been useful in supporting Malta?
Short answerIt could have been useful, but only with significant peacetime investment and forces to defend it.
NotesA British Menorca could have helped Mediterranean operations much as Crete could. Its usefulness would depend on retaining the island long enough to develop facilities and defenses in peacetime. Such a base would consume Royal Navy and RAF resources rather than providing a free strategic advantage. Its proximity to the Spanish Civil War might nevertheless have encouraged Britain to fortify it well before the world war.
