Public spending needs repeated strategic justification

Tax-funded services must repeatedly justify their purpose because the answers determine their form, scale, and allocation.

Notes

Naval policy ultimately depends on allocating money raised from people, companies, and the wider economy. This is part of a general rule for public services rather than a special exemption for defence. Whether the organisation is a navy, army, air force, or health service, government must be able to justify why it receives resources. Those questions need to be asked regularly because changing answers reshape the service's form and scale. Strategic reasoning is therefore inseparable from taxation, budgets, and institutional design.
