Why open procurement systems expose their failures

British, American, Canadian, French, Italian, and Danish procurement mistakes are easy to cite partly because their decisions receive public scrutiny and sustained specialist debate.

Notes

Western procurement supplies many familiar bad examples partly because its failures are visible. In Britain, the United States, Canada, France, Italy, and Denmark, much of the decision-making is public enough to generate records, reporting, and argument. Defence may not dominate mass politics, but a specialist community still sustains regular scrutiny. Visible criticism does not by itself prove that open systems make more mistakes than opaque ones. It may show that failures, tradeoffs, and contested choices are easier to observe. Procurement records should therefore be compared with each country's level of transparency in mind.
