Official announcements often sell a ship to politicians, the public, or foreign observers. A navy can keep its true operating requirement unwritten while explaining a feature through allied equipment, yard limits, or another visible constraint. Those constraints may be genuine and still provide cover for additional decisions. A public explanation can account for one choice while drawing attention away from other features that better fit the intended mission. Forensic design analysis therefore compares what was said with what the physical design would actually do.

Public pronouncements versus design intent
Official explanations may sell a programme or conceal its operating priorities, so physical design choices deserve separate scrutiny.
