Political incentives shape public capability claims

A source-criticism aside explains why public military specifications may be understated or inflated according to a government's political incentives and control of information.

Notes

Different states have different incentives when publishing military capabilities. In this generalization, democratic governments often understate performance because failing to meet a public promise can carry political consequences. Authoritarian governments may instead inflate claims to display strength and then use tighter information control to conceal disappointing results. Neither tendency makes every Western figure accurate or every authoritarian claim false. Open-source comparisons must consider who produced the number, what reward the claim serves, and how failure would be exposed.
