Notes

War with the United States does not appear imminent within the campaign. The political screen shows Anglo-American relations in reasonably good condition. Political effort goes into improving that relationship instead of assuming that the next large fleet must become an enemy at once. The exchange makes diplomacy part of fleet management by using time at peace to finish construction and prepare for threats already underway.
