A proportional national assembly alongside the Commons

A proposed assembly would give unsuccessful constituency votes a proportional role in national representation and divide responsibilities among parliamentary chambers.

Notes

A proposed national assembly would use the same votes as Commons elections while allocating party seats proportionally. The Commons would retain local first-past-the-post contests. Assembly places would go to unsuccessful constituency candidates with the largest vote totals, allowing voters to determine membership without a separate party-selected list. Votes for losing local candidates could therefore still affect national representation. In this proposal, the Commons would lead on economics and taxation, the Lords on infrastructure and investment, and the assembly on legislation, with all three working together.
